Islamic Emirate of Afghanistan: Interview with Taliban spokesman regarding the current situation in Afghanistan

Interview with the spokesperson of Islamic Emirate Zabihullah Mujahid regarding Afghanistan’s current political and military situation

Question:  Mr. Mujahid, after months of disputes, Hamid Karzai finally announced the so-called ‘peoples congregation’ (Jargah), could you please share with us your view regarding it?

Zabihullah Mujahid:  Yes, in Afghanistan the foreign invaders and their puppets, like before, are trying to put into practice various processes in order to cover up the invasion of Afghanistan, and enforce their ‘prescription’ of so-called democracy. Once again they repeated their misleading efforts and conducted a parliamentary election. From the beginning the Islamic Emirate considered this particular election as ‘a demand and process set by foreigners’. The invaders covered the expenses of the election so that they can benefit from it.

Through this ‘show’ of election, the invaders wanted to deceive the Afghan Nation and the world that they have achieved their objectives, and [that] now there is a popular, elected government and parliament, hence no one has the right to continue their struggle against the elected government.

The foreigners believed that through such staged and corrupt elections they can easily put in place their purchased puppet individuals and appoint them in the fake parliament, through which they thought that they can continue their occupation and from such a parliament they will be able to easily get their hands on a long term strategic alliance contract.

In addition to this the invaders also had the intentions of appointing in the parliament those individuals who do not believe in a united Afghanistan. Through these puppets the foreign invaders will try on a high level to divide Afghanistan and cultivate mistrust amongst different ethnic groups.

From the beginning the Islamic Emirate had considered this process a struggle by foreign invaders and detrimental to the Afghan Nation and Muslims, and the results of this process reveals the same truth about the invaders’ deceptive upcoming plans and efforts.

Question:  The United States of America, her allies and also the United Nations had a warm welcoming response towards the parliamentary elections, how do you view their particular response?

Zabihullah Mujahid:  I made it clear that the parliament in Kabul and the elections that were held are not conducted in order to serve the legislative needs of the country; instead it was part of the invaders military strategy. As we know NATO is a military alliance, and it must be noticed that Rasmussen was compelling Hamid Karzai to bring about a new parliament, thus instead of government diplomats the ceremony of the new parliament was conducted by the military commanders of different countries, which shows that the new parliament was a strategic military need of the American invading forces that ought to be completed. In reality the Americans want to use this parliament in order to fulfill their military strategy in the region. As far as the United Nations’ warm welcoming of the new parliament is concerned, then it is apparent that the U.N. cannot take any step against America and that is a known fact.

Question:  Do you think that the new parliament will have any effect on the current situation in Afghanistan?

Zabihullah Mujahid:  No not at all, because this parliament like the earlier ones is neither an Afghani parliament nor legitimate, most of its members are elected on the basis of ethnicity by the invaders and their puppets, so like the earlier parliaments, it will only be limited to pocketing salaries and will not have any evident effect on the current circumstances.

Question:  Can you describe briefly the view of the Islamic Emirate regarding this parliament?

Zabihullah Mujahid:  The Islamic Emirate of Afghanistan does not give any importance to the existence or absence of such parliaments; most of its members are accountable for crimes and corruption which is part of this puppet regime. We see the so-called newly ‘elected’ parliament as a part of the continuous stage show, which the Americans want to benefit from by using it as propaganda in order to deceive the populace.

Question:  Coming to other issues Mr.Mujahid, recently the American General Petraeus claimed that they have some evident progress in Afghanistan, how do you view these claims?

Zabihullah Mujahid:  Yes, we hear this propaganda circulating in the media which is very astonishing. Our nation witnesses that the invaders are under more pressure than ever before. From one side, despite the increase in the number of invading forces they are under continuous attacks of Mujahideen all over the country which results in high casualties on a daily basis. From the other side, the invading forces – particularly their leaders and army generals – are under great political pressure of their country’s general public, that despite great expenses, enormous cost of life and public wealth, why have they not been able to fulfill their promises, which was to bring stability and a countable progress in Afghanistan. It is a known fact that the invaders have been defeated in Afghanistan, but they continue their propaganda through which they want to compel the world to believe in their so-called progress in Afghanistan. As far as General Petraeus’s claim is concerned, we have been following his claims from the past couple of months which in reality are politically motivated. For instance, when Obama was preparing scenario of his yearly speech for the Nation, according to a report General Petraeus was obliged to make new claims of progress in Afghanistan which had no authenticity. These claims were only made so that Barack Obama can refer to it and mention them as a proof in his speech. Therefore, in order to know the current situation in Afghanistan and the fantasy of progress in Afghanistan, we can refer to the many surveys that were recently conducted by some media sources, for instance the survey that was conducted by Reuters news agency at the expense of the European Union which exposes to some extent the fantasy of progress in Afghanistan.

According to a report by Reuters news agency, an European security firm which is responsible for the security of NGOs in Afghanistan has mentioned in their investigative report that the claims made by the American military Generals about the military progress in Afghanistan is contradictory to the reality on the ground. According to the report there is no doubt that in 2010 there was 2/3 increase in armed resistance compared to 2009, and in some northern provinces there is a threefold increase in armed resistance. Furthermore it is mentioned that the American president Barack Obama pointed towards the war in Afghanistan very differently, by saying that there was military progress on the ground and activities of Taliban have been limited in many parts of the country, whereas the progress that has been made is not secure enough and might fall back into the hands of Taliban. According to the report, the American general Mike Mullen’s visit to Afghanistan one day after the publicizing of the White House review of the Afghan war strategy where the General claimed about the progress in Afghanistan, however these claims had clear motives behind it, which was to influence the views and thoughts of the American and European public, and to prepare the situation in Afghanistan prior to the withdrawal of their forces from Afghanistan. It is also mentioned in the report that in 2010 there was a 64 percent increase in the attacks by Taliban.

The above mentioned reports are according to a western media firm and I believe that if we make an even independent survey it will be more damaging to the invading forces.

Question:  General Petraeus has been claiming for a couple of months that they have detained or martyred the majority of Mujahideen leaders in different parts of the country. Can you please give our readers some information about the reality of these incidents?

Zabihullah Mujahid:  I can only say that our virtuous Jihad will indeed require sacrifice from us, and whether it be a leader or an ordinary Talib, sacrifice in this sacred path is our pride, and we believe that martyrdom for the sake of God Almighty is not death, but it is a life with dignity for us. However, as far as the enemy’s claim of martyring or capturing alive of a majority of our leaders, it is very far from reality, because we can see that day by day there is an increase in our Jihadi activities, and our armed forces are more disciplined than ever before. We are countering the enemy and opening new Jihadi fronts, we occupy more and more territory day by day. This in itself is a proof, praise be to Allah there is no such grave harm caused to our Jihadi leadership, and God forbid if these claims were to be true then we wouldn’t be having all these victories in the battlefields, and I believe that this is one-sided propaganda of our enemy, and right now there is totally an opposite situation on the ground. A general belief is that compared to the previous years, this winter there are more attacks of Mujahideen, which unveils the fake propaganda of our enemy.

Question:  Recently Karzai’s government has been reported claiming that in some northern provinces a number of Mujahideen have surrendered to the government and the process is gaining momentum, can you please give us some information regarding it?

Zabihullah Mujahid:  We believe that such claims are part of organized misleading propaganda. As a matter of fact even our enemy believes that the Jihad and resistance is gaining momentum in the north. So in order to reduce the resistance in the north, the Kabul government with the help and guidance of foreign intelligence agencies are trying to introduce some warlords as Taliban who in fact have no connection with the Taliban, then through their propaganda they claim that the government have invited the so-called Taliban and they have surrendered and are working with us now. We have always condemned such baseless reports, and we believe that these individuals are not Mujahideen but in fact they are planning against the Mujahideen. The puppet government in Kabul is trying to magnetize [polarize] the audacious Mujahideen of the north by means of money and governmental positions, but our enemy must comprehend that we have abandoned the short lived pleasures of this life for the sake of Allah and our Islam is more beloved to us than their money. Hence this propaganda is part of a planned intelligence process and praise be to Allah, Mujahideen are fully aware of it and God willing our Mujahideen will not fall prey to such indecent attempts of our enemy.

Question:  Recently in many different parts of Afghanistan the American forces are conducting unexpected raids during night and may be day time, and they consider these raids very effective. Are these tactics really that much effective?

Zabihullah Mujahid:  Our Mujahideen are totally capable and are very experienced in prevention of any such raids, and they have been trained well enough to counter these tactics of our enemy, and also in numerous occasions the enemy had a number of casualties during the raid. However as far as the night raids are concerned, they are mostly conducted on ordinary populace on the basis of wrong information, and also sometimes these raids are conducted on religious schools and many students and Imams have been martyred and imprisoned. These brutal acts of the invaders will further add to the fury of our nation, so eventually more and more people will stand in the ranks of Mujahideen. Similarly the Soviets made the same mistake of agonizing our nation, which resulted in their defeat. Furthermore our nation see’s these acts of the invaders as anti-Islamic and against the humanity, the invaders bomb our mosques, kill the religious imams and students or imprison and torture the innocent people without any trial, therefore our nation will continue to fulfill their responsibility of protecting this sacred land from their mischief.

Question:  As you know, the enemy forces are recently targeting ordinary public properties in different parts of our country, for example cutting down thousands of fruit-bearing trees in Ghazni province’s Band-e-Sarda area, and annihilation of many villages during Helmand and Kandahar operations. What do you think is the invaders objective behind it, and what have they earned so far from it?

Zabihullah Mujahid:  We believe that we must take every possible step to protect the crops, dwellings, villages and markets of ordinary public, and no one has the right to destroy ordinary public possessions. As for the reasons behind these aggressions, firstly the human rights or other similar regulations are for some reason not applicable to our enemy although they consider themselves human rights preachers or activists. Secondly they want to take revenge from ordinary public, who are fulfilling their religious duties of supporting and standing with the Mujahideen. The foreigners are forcing and deliberately killing the ordinary public in order to stop them from siding with or supporting the Mujahideen, and they have pursued these failed attempts since ten long years and still they do not understand that at no price will Afghans accept the invasion of their country or live under foreign occupation, no matter how many atrocities they commit in Afghanistan. It will only shorten the time of their invasion and more people will join the ranks of Mujahideen as I mentioned earlier was the case during the Soviets invasion. We are very satisfied with the efforts and sacrifice of our brave nation and we consider stepping up in attacks and preparations against our enemy.

Question:  In connection to the previous question, if I may ask about the general political and military situation of Afghanistan, we have noticed many differences and disagreements between the political and military leaders of western countries, to an extent that they keep on changing their view in a very short period of time and moreover they give contradictory speeches, what might be the main reason behind all this?

Zabihullah Mujahid:  We believe that when the western invader countries were planning to invade Afghanistan, they had very significant objectives and they wanted to attain them through their longer stay in Afghanistan, which previously the west and especially America were competing on with the Soviet Union. Fortunately, they were faced with distressing resistance and for 10 long years they have been trapped in a ruinous war, as a result the coalition countries particularly America are suffering a terrible economic depression. On the other hand, now they have lost what I would call another ‘upsetting depression’, which is, how to pull out from this long-lasting, and ‘patience consuming’ war which was started by America, in such a manner that Her (America) global trust and political authority remains established. Furthermore the western ‘unaware’ public is becoming more sensitive to the continuation of war; therefore it is very obvious that the ordinary public will recognize the ongoing lies of their country’s leadership, and certainly the western politicians – particularly the American politicians – remain wavering. They have many different views which results in contradictory changes on a daily basis. From another side, the lengthening of this particular war is getting more and more disturbing for the western leaders, because they have not been involved in very lengthy warfares. America has only been involved in the Vietnam War, where they had dreadful experiences and even up until today every American has a particular sense of fear and terror about it, hence in such a situation the invasion and overrunning of a war-torn small Afghanistan which seemed very easy and almost costless to them, turned out to be very difficult and enormously expensive. So, of course they will be altering their views and changing their mindset on an everyday basis. We see that today they speak against what they had spoken and done earlier, this all appears to be due to the intensive pressure of ongoing war which arises in non-Muslim and faithless societies.

The Emerging Counter-Revolutions in Tunisia and Egypt

“President Hosni Mubarak has decided to step down as president of Egypt and has assigned the higher council of the armed forces to run the affairs of the country,” Suleiman said in a brief televised address. “May God help everybody.”

Cheers could be heard in the streets of Cairo even before Suleiman stopped speaking. And while there was no way to know whether the army would make good on its previous pledges to safeguard democratic elections, the crowds were euphoric at the news that Mubarak’s 30 years of authoritarian rule were over.

“Egypt is free! Egypt is free!” they shouted in Tahrir Square. “The regime has fallen!”

An arrogant pharaoh has fallen. Egyptians may be chanting that their country is free, but their struggle is far from over. The United Arab Republic of Egypt is not free yet. The old regime and its apparatus are still very much in place and waiting for the dust to settle. The Egyptian military is officially in control of Egypt and the counter-revolution is emerging. A new phase of the struggle for liberty has started.

The so-called regime-desired “transitional phases” in Tunisia and Egypt are being used to buy time in order to do three things. The first objective is to erode and eventually break the people’s popular demands. The second goal is to work to preserve neo-liberal economic policies, which will be used to subvert the political system, and to tighten the straightjacket of external debts. Finally, the third motivation and objective is the preparation of counter-revolution.

The Self-Selected Egyptian “Wise Men”

Unqualified figures are emerging, which claim to be speaking or leading the Arab people. This includes the so-called committee of “Wise Men” in Egypt. These unelected figures are supposedly negotiating with the Mubarak regime on behalf of the Egyptian population, but they have no legitimacy as representatives of the people. The Secretary-General of the Arab League, Amr Moussa, is amongst them. Secretary-General Moussa has also said that he is interested in becoming a future cabinet minister in Cairo. All of these figures are either regime insiders or agents of the status quo.

Amongst these self-chosen individuals also is the chief of Orascom Telecom Holdings (O.T.H.) S.A.E., Egyptian billionaire Naguib Sawiris. Bloomberg Newsweek had this to say about Sawiri: “Most Egyptian businessmen are keeping low profiles these days. The protesters in Cairo’s Tahrir Square blame them for Egypt’s ills, and mobs have even trashed some of their properties. Yet Egypt’s most prominent mogul, Naguib Sawiris, chairman of Orascom Telecom Holding, the Middle East’s biggest telecom company is in Cairo fielding calls on his mobile phone, appearing on TV, and (as a member of an informal committee of “wise men”) negotiating with newly appointed Vice-President Omar Suleiman about a gradual transfer of power away from President Hosni Mubarak. Far from discouraged, the billionaire thinks a more vibrant Egyptian economy may emerge from the turmoil.” [1]

The so-called “Wise Men” in Egypt are involved in bravado. To whom is the power “gradually” being “transfered”? Another unelected figure, like Suleiman?

What is the nature of the negotiations? Power sharing between an unelected regime and a new cast? There is nothing to negotiate with unelected despots. The role that the “Wise Men” play is that of a “manufactured opposition” that will keep the interests behind the Mubarak regime in place and also dilute the real opposition movements in Egypt.

Al-Mebazaa Given Dictator Powers while Tunisian Military Reservists are Mobilized

In Tunisia, military reservists are being summoned for duty to manage the protesters. [2] The mobilization of the Tunisian military has been justified under the pretext of combating lawlessness and violence. The Tunisian regime itself has been behind most of this lawlessness and violence.

At the same time as the mobilization of Tunisian reservists, Fouad Al-Mebazaa, the interim president of Tunisia, has been given dictatorial powers. [3] Al-Mebazaa was the man that Ben Ali selected as parliamentary speaker of Tunisia and a leading figure inside Ben Ali’s Constitutional Democratic Rally (CDP) Party. Protesters peacefully tried to stop the members of the Tunisian Parliament from voting to grant dictatorial powers to Al-Mebazaa by blocking entry into the Tunisian Parliament.

The members of the Tunisian Parliament are all members of the “old regime.” Amid the protests, the Tunisian Parliament still managed to go forward with the plan: “Lawmakers eventually bypassed demonstrators by accessing the voting hall through a service door, the TAP news agency reported. In a 177-16 vote, the lower house approved a plan to give Interim President Fouad Mebazaa temporary powers to pass laws by decree.” [4] The next day, the Tunisian Senate would approve this too. [5]

Al-Mebazza can now select governors and officials at will, change electoral laws, give amnesty to whomsoever he pleases, and bypass all Tunisian state institutions through his decrees. The passing of the motion to give Al-Mebazza what amounts to dictatorial powers is an illustration of the facets of “cosmetic democracy.” This act by the kangaroo Tunisian Parliament is being passed off as a democratic act of voting, but in reality all its members were undemocratically selected by the Ben Ali regime.

The Generals of the Egyptian Military and Vice-President Suleiman are a Continuation of Mubarak

In Egypt, the commanders of the military have stated that they will not allow the protests to continue for much longer. The military leadership of Egypt are all heavily invested into the kleptocratic status quo of the Mubarak regime. Egyptian generals or flag officers are all wealthy members of the Egyptian capitalist class. Without any distinctions, the leadership of the Egyptian military and the Mubarak regime are one and the same. All key figures in the Mubarak regime are from the ranks of the military.

Omar Suleiman, the newly appointed vice-president of Egypt and the general who was the former head of the intelligence services of Egypt, has started to back-track on the promises made by the Mubarak regime and himself. The New York Times reported that “Omar Suleiman of Egypt says he does not think it is time to lift the 30-year-old emergency law that has been used to suppress and imprison opposition leaders.” [6] Just days before Mubarak’s resignation, Suleiman has also stated: “He does not think that President Hosni Mubarak needs to resign before his term ends in September [2011]. And he does not think [Egypt] is ready for democracy.” [7]

Battles have been Won, But the Struggle Continues…

The stakes are getting higher. The people of Tunisia and Egypt should be aware that the U.S. government and the European Union are politically hedging their bets. They support the counter-revolutions of the old regimes, but are also working to co-opt and control the outcomes of the protest movements. In another development, the U.S. and NATO are also making naval deployments into the Eastern Mediterranean. Specifically with Egypt in mind, this too could be meant to aid the counter-revolution, but it can also be used to intervene against a successful revolution.

The events in Tunisia and Egypt have proven wrong all the false assumptions about the Arab peoples. The Tunisian and Egyptian people have acted peacefully and intelligently. They have also proven that the assumption of an advanced political culture in Western Europe, North America, or Australia is merely utter nonsense used to justify repression of other peoples.

The USA has unveiled the 2011 National Military Strategy for the first time in seven years. The strategy, as usual, serves for the preservation of the U.S. predominance in the world. The appearance of the document is based on recent major changes on the planet. The authors of the strategy pointed out a number of challenges for the United States in particular and for the Western civilization in general.

U.S. strategists claimed that the shortage of resources in the world may trigger territorial disputes, which poses a direct threat to American interests. They are also concerned about the fact that the national debt of the United States “poses a significant national security risk.”

All of that is aggravated with a whole list of unsolved problems, which have become even more serious during the recent years. First and foremost, “the world’s preeminent power” has not been able to defeat terrorism and extremism. The war in Afghanistan continues, and the fire of Afghan unrest is spreading into neighboring Pakistan. The strategists of the U.S. national security wrote that terrorists had nested on the Arabian Peninsula, in the countries of north-western Africa and in Somalia.

Nevertheless, the authors of the document said: “We will be prepared to find, capture, or kill violent extremists wherever they reside when they threaten interests and citizens of America and our allies.” Therefore, it is not ruled out that the world will soon witness the USA launching another military adventure in the above-mentioned territories.

Secondly, the USA is concerned about the rising powers, India and China, as well as other regional powerful countries. The Americans are especially worried about China and its defense preparations in the Taiwan Strait.

In this connection, the Pentagon is not going to reduce its attention to South Asia and the Far East. However, the USA does not exclude increasing its military presence in potentially dangerous directions. “With partner nation support, we will preserve forward presence and access to the commons, bases, ports, and airfields commensurate with safeguarding our economic and security interests worldwide,” the strategy runs. Here, it goes about such old allies as Japan and South Korea.

Thirdly, the nuclear proliferation issue remains unsolved as well. North Korea has proved the possession of nuclear weapons to the whole world. Iran is just about to do the same. “The prospect of multiple nuclear armed regimes in the Middle East with nascent security and command and control mechanisms amplifies the threat of conflict, and significantly increases the probability of miscalculation or the loss of control of a nuclear weapon to non-state actors,” the document says.

To solve the problem, Washington intends to support regional allies, like Iraq, to develop the missile defense system, which Russia vehemently objects to, and to take defense measures against those violating the nuclear non-proliferation regime. The USA must be prepared to eliminate sources of weapons of mass destruction, the document runs.

Fourthly, by 2025, Washington predicts serious destabilization in a number of developing states because of the ongoing demographic explosion. The population of those countries will grow by 1.2 billion people, which will lead to serious food and water problems. “Conversely, in Europe and parts of Asia, populations are projected to decline and age with long term impacts to the global share of their economic output. Population growth and urbanization in the Middle East, Africa, and South Central Asia will contribute to increased water scarcity and may present governance challenges,” the report says.

In other words, the American supremacy is facing many challenges on different continents. One shall pay attention to the following telling phrase: “In this multi-nodal world, the military’s contribution to American leadership must be about more than power – it must be about our approach to exercising power.”

Thus, the U.S. National Military Strategy must be flexible to take account of all serious changes in the world. That is why the USA must be prepared to dealing with modern-day challenges without allies’ help.

“Let us not forget, the Nation remains at war abroad to defend against and defeat threats to our homeland. Our foremost priority is the security of the American people, our territory, and our way of life.” “We will pursue deliberate acquisition process improvements and selective force modernization with the cost effective introduction of new equipment and technology,” the report says.

U.S. strategists point out the necessity to maintain high prestige of the U.S. Armed Forces. According to the document, the state must continue to pay increased attention to improving the well-being of its defenders. “Just as our Service members commit to the Nation when they volunteer to serve, we incur an equally binding pledge to return them to society as better citizens. We must safeguard Service members’ pay and benefits, provide family support, and care for our wounded warriors,” the report runs.

Needless to say that the Americans could not leave Russia out of their attention. On the one hand, the document declares the intention to develop military partnership, continue the reduction of arms and build security in Central Asia in cooperation with Russia. As for the Asian security, the Americans, most likely, are planning to get Russia involved in the Afghan war.

The new strategy also mentions more important things about Russia. For instance, the USA is going to continue its cooperation with Canada regarding the issues of regional security, such as the development of the Arctic region. It is an open secret that Russia claims its right on the Arctic shelf, which infuriates Canada in the first place.

Here is another, rather expressive statement: “NATO members act as a stabilizing force on its perimeter, which ranges from the Middle East and the Levant, Northern Africa, the Balkans, and the Caucasus.” One shall assume that the Americans will continue to interfere in Russia’s internal affairs.

The authors of the new National Military Strategy are certain that the USA will preserve its economic and defense power in the foreseeable future. The USA still places its stake on brutal military force, which, as the authors of the report say, will contribute to America’s security and prosperity in the 21st century.

The U.S. Department of Defense’s Office of the Inspector General (DoD OIG) is conducting an audit of transit operations on the Northern Distribution Network.

The DoD OIG is tasked with uncovering fraud, waste, abuse and mismanagement in the U.S. military. The Northern Distribution Network (NDN) is an increasingly important supply chain that brings non-military goods and fuel to U.S. and NATO troops in Afghanistan. Goods are shipped via Russia and Central Asia – passing through some of the most corrupt countries in the world, according to international monitoring groups.

The audit, which began this year, aims to “assess DoD oversight of the Northern Distribution Network and evaluate the ability of DoD to plan, coordinate, and execute sustainment operations for Afghanistan through the Northern Distribution Network.”

Gary Comerford, the chief of public affairs for the Inspector General, told EurasiaNet.org he was unable to expand further on the scope or activities of the assessment at this time.

Sources in Washington, D.C., said the DoD OIG has taken a broad interest in the NDN, including the procurement of fuel in Central Asia.

In 2010, roughly 30 percent of all cargos destined for U.S. and NATO forces in Afghanistan went through Central Asia. In addition, roughly 60 percent of fuel consumed by U.S. troops in Afghanistan was delivered via “northern routes,” as opposed to the Pakistani corridor.

According to Transparency International’s 2010 survey of global corruption, the least corrupt Central Asian state was Kazakhstan, which ranked 105th out of the 178 nations surveyed, with 1 being the least corrupt and 178 being the most corrupt. Other NDN transit states were identified as corruption hotspots: Tajikistan ranked 154th, Kyrgyzstan 164th, and Turkmenistan and Uzbekistan were tied at 172nd. Only Iraq, Afghanistan, Somalia and Myanmar were deemed more corrupt that Turkmenistan and Uzbekistan.

The Department of Defense appears to have long been aware that transport operations were vulnerable to corrupt practices in Central Asia. Documentation obtained by EurasiaNet.org under the Freedom of Information Act showed that prospective Pentagon contractors openly acknowledged that the payment of “informal fees” was often required to “keep business moving.”

Paul Quinn-Judge, Central Asia Project Director for the International Crisis Group, described the region as an “exceedingly difficult place for anyone who wants to do business in an open, non-corrupt way.”

“The DoD’s overwhelming concern is supporting the war in Afghanistan. But when one looks at the variety of allegations and rumors surrounding DoD’s fuel contracting practices at the Manas air base in Kyrgyzstan, you get the impression that everything else was subordinated to concluding the contract,” Quinn-Judge said.

There are two truths that the Anglo Elites know all too well: democracy in the West means a ruling oligarchy with good PR, democracy in the Middle East means Islamic Jihadists and Fundamentalists. This has been a fact for many years and is not, in any way a shock or disconnect for any of the American elites now backing “democracy” revolutions.

1.  Iranian revolution, 1978-1979: Mass protests by a wide coalition against the King. Result? Mullahs take over.

2.  Egypt has free parliamentary elections. Results? The Muslim Brotherhood becomes the second most powerful party in the country, before being quickly banned.

3.  Americans allow free elections in Iraq. Results? Islamist parties become the main power blocks in power.

4.  Palestinians have free elections: Voters protest against corrupt regime. Result? Hamas is now running the Gaza Strip.

5.  Beirut Spring: Christians, Sunni Muslims, and Druze unite against Syrian control. Moderate government gains power. Result? Hezbollah is now the main political force in Lebanon.

6.  Algeria holds free elections: Voters back moderate Islamist group. Result? Military coup; Islamists turn (or reveal their true thinking) radical; tens of thousands of people killed.

Quite simply, the majority of the population has an insane infatuation with extremist Islam, be it Shiite or Sunni. Again, none of this is a surprise to the owners of the Anglo sphere. So why are they so actively backing revolutions and over throws throughout the Middle East?

Already a revolution has swept out the sectarian dictator of Tunisia, with Islamists quickly moving in. Exiled leader of Tunisian Islamist party returning to role in ‘new era of democracy’.

Protests, demonstrations and revolutions have now spread to Algeria, Egypt, Jordan, Lebanon, Albania, Yemen and Saudi Arabia. Egypt is by far, the worst hit, with the government teetering, mass looting and violence becoming the norm and the Muslim Brotherhood riding high.

All of this, of course is nothing new, it is a rehash of past and present events. So, my astute readers are now asking, again, why are the Anglo Elites servicing these revolutions and how will this save the U.S. dollar, or at least stave off its death for a few more years?

To answer that one must understand that to be a vassal, er, an ally of the Anglos is worse than to be an enemy. At least an enemy knows where he stands, while an ally will be used and when his or her utilization has reached its max, will be betrayed, back stabbed and sold out as best suits the Anglos, be it an Irishman or a Half Arab who sits in the Oval Office.

So now the time has come for a new round of betrayals, to prop up the USD at the expense of allies. You see, dear reader, the U.S. dollar is the exchange currency for Oil and Gas and the higher the price, the more the USD is demanded. The more that is demanded, to buy the more expensive oil and gas, the more debt currency the U.S. private Federal Reserve gets to print up and drop off on the world, allowing for accumulation of real resources, worth real value, as well as continuing pointless Marxist programs and the off-shoring of American hyper inflation to the rest of humanity.

This is nothing new. The U.S. ‘colour revolutions’ were used in the Central Asian states, to create havoc in areas adjacent to oil. The first was in Uzbekistan, where the socialist dictator and U.S. ally, Karimov, has been designated for removal by a U.S.-sponsored Islamic revolution. Unfortunately for the Americans, Karimov had no problem massacring the American paid for revolutionaries. He followed this by ousting the U.S. base on his lands and running to Moscow for protection.

The U.S. dollar did not get its intended boost in the Central Asian territories, at that time, however, the Americans did not give up. Even if a revolution fails in the directly affected area, one can be staged in an adjacent area which will lead to further instability in the intended area, thus driving up the price of oil and gas. To that end, the Americans created and backed the civil war in Tajikistan, where Uzbeki fanatics, in the south of the country now have defacto rule and will export their jihad to their own mother country, thus ensuring high levels of instability for decades to come.

To that same end, the Americans are backing the revolutions on the periphery of the main oil fields of the Middle East, in full knowledge that this will spill further and further into the oil producing regions. That is the plan, after all.

Tunisia, itself, a small time oil producer, accounts for 40,000 barrels/day.

Algeria and Yemen have also faced mass protests, funded and organized by Western NGOs, even as the owners of those NGOs pretend to be sympathetic to the rulers of the countries in question. However, as in Uzbekistan, these rulers have and will continue to respond with massive force, making sure that their U.S.-sponsored, home grown Islamics do not get very far. In Yemen, early Sunday, the government arrested Tawakul Karman, a prominent journalist and member of the Islamist party Isiah. He had organized protests through text messages and emails. All of the Western press are playing their roll, screaming to the high heavens about this Islamic fundamentalist’s follow on release and her love of freedom, even though Fundamentalist Islam believes in Sharia and has no freedom, other than the right to murder unbelievers.

Jordan, one of the most stable regional powers, has also been rocked by protests, as more than 5,000 people took to the streets, demanding the King give up his power, to “the people”.

Egypt has not been so lucky. Its government has proven, so far, to be weak, with many in the military openly siding with the Islamic Brotherhood and its Western NGO backers. Looting in the streets is rampant, as is direct confrontation with those special police forces, and special forces, still loyal to the dictatorship. The end is only a matter of time.

Egypt itself is responsible for the production of 680,000 barrels of oil per day. While this is about 1-2% of the world total output, Egypt further plays a massive role, with the Suez Canal and the alternate Surned pipeline, of passing an additional 1 million barrels of crude bound for the European and American markets. It is bad enough with the Somali pirates pushing up the price of oil, or why do you think that a trigger-happy America willing to invade just about anyone it can, including once upon a time Somalia, suddenly is too timid to deal with a bunch of rag tag pirates?

Other protests have erupted in Morocco, Libya, Lebanon and even Albania. All around the edges of the major oil players.

More worrisome than disruptions to Egypt’s oil production is the prospect that the unrest spreads to other hard-line states in the region, such as Libya and Algeria, both members of the Organization of Petroleum Exporting Countries (OPEC). Other countries in the region, including Tunisia and Yemen, have been wracked by anti-government protests in recent weeks, though neither is a major oil producer.

“If this thing spreads across the North African continent, gets into Libya, Algeria, then you’ve got trouble,” said Stephen Schork, editor of the Schork Report energy newsletter.

Finally, this whole process is now spilling into Saudi Arabia and soon possibly into the whole of the Gulf princedoms. The oil shocks will be profound and will be quick.

Already, with just the Egyptian upheavals, and as expected, just on the Thursday and Friday violence, oil went up over 4%, some $3.70 per barrel. Another similar rise can be expected this week, if not higher. When, not if, Mubarak’s government falls, oil should be expected to hit close to the $100 mark. With Nigeria also sinking into civil war, oil may well peak over $100/barrel by the end of February.

The American media and their other Western underlings and affiliates, are doing their part in colouring these as peoples’ fights for freedom and human rights. Of course they know full well what this will lead to: Islamic fundamentalism, which is the only result that this has ever led to. Then when this happens, when the correct end result is in place, those very same self-serving hypocrites, will throw up their hands and declare that they are shocked that those stupid, dirty Arabs could not make any go of “freedom” even after all the help they were given.

The Americans have been preparing for this for years. Many foolishly blame this on Obama, he is a part of this, but his is only the final chapter in the preparation for one of the last ditch efforts to stave off Judgment Day of the U.S. dollar and its debt built and house of cards economy.

“What happened in Georgia with the Rose Revolution and Orange Revolution in Ukraine in 2003-2004 was part of a long-term strategy orchestrated by the Pentagon, the State Department and various U.S.-financed NGOs like Freedom House and National Endowment for Democracy to create pro-NATO regime change in those former Soviet Union areas and to literally encircle Russia,” author and researcher William Engdahl told RT.

“What is going on in the Middle East with the Jasmine Revolution in Tunisia that we saw a few days ago, and now in Egypt with Mubarak in his 80s, and obviously a regime that is not exactly the most stable one, we have a food crisis taking place as a backdrop and the IMF coming and telling these countries to eliminate their state food subsidies so you have, of course, the explosive background for popular unrest. Within that you have these NGOs, like Freedom House, training activists and trade unions and various other organizations to demand democracy, demand human rights and so forth,” he added.

This earlier report by RT [“TV Novosti”] sums the process up even better:

Dr. William Robinson is one of the foremost experts on Washington’s democracy promotion initiatives, he wrote the book ‘Promoting Polyarhcy.’

“In Latin America, in Eastern Europe with the Velvet Revolutions, in Africa, in the Middle East, really all over the world, the U.S. set up these different mechanisms now for penetrating these civil societies in the political systems of countries that are going to be intervened and to assure the outcome is going to be pleasing to Washington’s foreign policy objectives,” said Robinson.

Lawrence Wilkerson, the former Chief of Staff to former Secretary of State Colin Powell said, “We do this through surrogates and non-governmental organization and through people who are less suspecting of the evil that may lurk behind their actions than perhaps they were before. Have we learned some lessons in that regard? You bet! Do we do it better? You bet! Is it still just as heinous as it has always been? You bet!”

The Americans call this process Creative Destruction, that is the new catch phrase for world revolutions, no different than that which was exported from our own country while it was ruled by Anglo financed Marxists. While the PR may be promising and alluring, the results will be misery and death for those in ground zero: with tourism and industry fleeing fundamentalist regimes, resulting in yet more starvation and poverty, and a massive enrichment for the top 1% of the Anglo elite who could not give a bigger damn, no matter what their fully owned media mouth pieces may be saying.

The massive increases in the price of oil, as well as the increased demand for weapons by those states who border these areas, will line the pockets of thousands of executives and politicians in America, and to a smaller level, of England, for decades to come. If a war or three are spawned from this, even better.

Furthermore, with refugees and terrorism flooding Europe, which is finally starting to react violently to the virus that is attacking the body social at large, and the confiscation of European industry in Northern Africa, the Euro will be on the front lines of these new Islamic plagues, like never before. It will take another beating, with the dollar remaining a “safe” investment. Just another big plus, not to mention the new missions for NATO and that military-industrial complex, this will generate.

As for the American serfs, the little people? Well, the $6-10/gallon ($1.50-$2.25/liter) gasoline will crush them. Sure, the socialist welfare programs that their government will finance by selling yet more dollars, will help some, but it is a mild treatment for a terminal disease. Their falling wages, in the face of mass and growing unemployment as well as soaring inflation, will drag the last of the middle class into poverty and slavery. However, unlike the Arabs or the French or most other people of the world, they will do what their British cousins have been doing for the past 30 years, put up a stiff upper lip and accept this as their reality. And yes, as before, for the world at large, their owners in NYC, DC and London, could not really give a bigger damn.

A passive people, believing in their own illusionary freedoms and high on their own self importance, make for the best slaves and no where are there more such slaves than in the USA.

The rest of us will also have to live with an ever more violent world, courtesy of the biggest sponsor of Islamic insanity the world has ever had the sorry state of knowing.

Russian Defense Minister Anatoly Serdyukov said the country was developing its own missile defense system. This was his answer to the question what Russia would do if the United States violated the terms of the Strategic Arms Reduction Treaty (START-3).

On Wednesday, the Federation Council has ratified the treaty. The senators supported the amendments to the treaty during its ratification by the Duma deputies. These amendments describe the conditions of Russia’s withdrawal from the treaty.

The first one has to do with a violation of its provisions by the United States. The second is the development of missile defense systems by the Americans that would qualitatively change the situation in this area, and would significantly violate national security and defense capability of Russia.

The “exceptional circumstances” also include the adoption by the U.S. of weapons systems with strategic non-nuclear equipment without it being discussed by a bilateral consultative committee, reports RIA Novosti.

During the discussion in the Council of Federation, one of the senators asked the Defense Minister Anatoly Serdyukov what Russia intends to undertake in the event that the United States violates the terms of the START-3. Would Russia enhance its missiles or would it develop its own missile defense system? “As for our missile defense system, we will continue developing it further as we have done before,” the Minister responded.

Washington does not believe that the issue of linking the treaty on strategic offensive arms to the development of missile defense systems is relevant. Russia has quite an opposite opinion on this issue. If the Russian missile defense system was located, for example, in Cuba, it would seem that the U.S. would have a different opinion as well.

But this is no more than a theory. The point is that the emergence of the American missile defense system in Eastern Europe is quite real. The differences over missile defense system have become one of the main issues of the Russian-U.S. relations in recent years. This is precisely why in the process of ratification of START treaty in Moscow and Washington reservations have been made with respect to missile defense.

Russia puts much effort into opposing the U.S. plans to deploy such systems in Eastern Europe. The reasons are clear – after the implementation of these plans there will be no conversations about the balance of forces. The Americans will control all launches of missiles in the European part of Russia.

Russian initiatives on missile defense systems are obvious. Originally Russia intended a harsh response to seemingly inevitable deployment of missile defense system in Poland. Russian President Dmitry Medvedev made a decision that in response tactical Iskander complexes will be deployed in Kaliningrad region. However, after Barack Obama has stopped working on placing missile interceptors in Poland, the Russian implementation of countermeasures was also stopped. Yet, this does not mean that this idea was abandoned altogether.

This is what the defense minister was talking about, although not in too much detail. Yet, we feel that an explanation is required: we are not talking exclusively about the missile defense system.

In 2010, the Russian President agreed to establish a unified system of air and space defense of Russia, which will be the basis of the so-called unified air defense system, defense of the fifth generation. “It is assumed that the system will be mobile. That is, depending on the threat it can be relocated to certain areas to protect certain parts of the country against enemy attacks,” Igor Korotchenko, chief editor of National Defense magazine, told Pravda.ru. According to him, the work on establishing such a system is conducted by PVO Concern Almaz-Antey.

“Serdyukov’s statements are well grounded as this program is included in the state defense order and the state armaments program through 2020,” said the expert.

This is not a Russian equivalent of the U.S. missile shield in Poland, the Czech Republic, Bulgaria or Turkey. This is a comprehensive system to protect Russia. However, this does not mean that the plans to build a joint missile defense system with the Europeans will be abandoned.

It is patently clear from the experiences of those who preceded us and firmly established from our own observations that the success of Islamic governments, as well as democratic and despotic governments, and the prosperity of religious; educational; governmental and other establishments lies in the superiority of its administrative regime in heeding its important elements (lofty aims, the abilities of its leader, having a righteous entourage around him, etc.).

Complete victory in this field requires diligent efforts from those heading it to implement decisions issued; established regulations and fixed principles. Attention must also be paid to the impartiality of the administration through the good selection of personnel who are recruited to work there.

I do not intend to list the components of successful administration or to declare the characteristics of an Islamic Administration. What concerns me here is to shed light on the Islamic Emirate’s policy in the realm of administration and coordination despite the difficult circumstances surrounding it connected to its heavy involvement in the Holy Jihad and the bitter war against the Americans and their partners in their repulsive crimes. I also strive to place before you, as Allah enables me, simple information regarding the order of the Islamic Emirate – or the Taliban regime, as they say, so that perhaps it will benefit the readers of our heroic magazine “al-Somood” to “heal the breasts of the Believers” and “Nor is that for Allah any great matter”.

The loftiness of the desired objective and the sanctity of the anticipated goal – combined with the firm anchoring of this sanctity within those who belong to this administration after they are made fully aware of it – are together a strong factor in successfully achieving the declared and sought-after goal. It is also the secret behind reviving the spirit of altruism, dedication and sacrifice in the spirit of the staff (members). When they are convinced of the importance of their jobs they will compete in rushing to complete their assigned tasks and exert the utmost of their efforts for the sake of achieving the highest objective and sacred goal, because they will see the laudable results and great benefits behind their activities and above the ceiling of their own invaluable works. As Allah Almighty says in this regard: “They are those who, if We establish them in this land, establish regular prayer and give regular charity, enjoin the right and forbid wrong: with Allah rests the end (and decision) of all affairs.” (al-Hajj: 41).

Moreover, concern must be paid to attracting trustworthy and competent persons, and choosing specialized cadre; contingent upon piety and impartiality. Specialization without piety corrupts an administration and piety without competence weakens it. In the event of a contradiction, the pious one is given preference, because he is like the shepherd whose legs are tied and is unable to benefit the flock or serve the people. But the corrupt one is a ravenous wolf spoiling the earth and harming others. Preventing damage takes priority among wise men and in any event the selection of righteous people is a strong element of successful administration. This is in accordance with the words of the Almighty: “Allah doth command you to render back your Trusts to those to whom they are due” (al-Nisa: 58)and “Verily the most honored of you in the sight of Allah is (he who is) the most righteous of you.” (al-Hujurat: 13).

The capacity of the personality of the leader who directs the people religiously, politically and ideologically is no less important than any of the above. Indeed, it is considered one of the most important elements of successful administration. The leader is the axis around which matters pivot. He employs the community to achieve his goals and directs people to goodness and happiness. He warns them against evil and danger according to his lights. Among the duties of the leader – after trust in and reliance upon his Lord and Creator – is to make a diligent effort in directing the activities of all the employees and volunteers who assist him – in an atmosphere of cooperation – towards the fixed goal. He is also responsible for creating strong feelings among the people to move quiet hearts and slumbering eyes, and energize the human power for self-sacrifice for the sake of achieving high and lofty goals. It is notable that among the qualities of the successful leader are that he is free; male; of sound mind and emotion; with knowledge; vision; strength; courage; wisdom; organizational skills and other qualities mentioned in the books of fiqh and ‘aqidah. So seek it where you would expect to find it.

1.  After this pleasant introduction, I take you to the subject of this study by saying: In its entire organization, the Islamic Emirate relies on the Book of Allah Almighty and upon the Sunnah of his Messenger (SAW), the Sunnah of the rightly guided Caliphs and the sayings of the Companions, may Allah be pleased with them all. It utilizes the fatwas of the followers and the opinions of mujtahid scholars, may Allah Almighty have mercy on them. The Emirate borrows from the history of bygone nations and its system consists of the components of a successful administration balanced with the sanctity of its goals, the vision of its leader, and the strength of its faith and the qualifications of its workers with regards to piety; devotion; trust; competence, etc.

2.  Based on this, the Administrative System of the Islamic Emirate is based upon the principles of the Islamic Caliphate from the era of the rightly guided Caliphs, may Allah be pleased with them, in dividing the country into provinces, appointing pious and righteous governors, guiding workers to piety and justice, encouraging the establishment of a religious and worldly policy, tending to the needs of the people, instructing them in matters of religion and encouraging them to make the utmost effort in promoting virtue and preventing vice. Regulations have been drawn up for the guidance of the Mujahideen fi sabeel Allah. Messages are constantly sent for this purpose to guide them; direct their deeds; illuminate their thoughts and have them follow in the footsteps of the Companions, may Allah be pleased with them. Umar ibn al-Khattab, may Allah be pleased with him, spoke to the people thus, saying “O people, by Allah I do not send you governors to flog you or take your wealth but I send them to teach you your Religion and the way you should follow (sunnah). If anything other than this is done to anyone, he should refer the matter to me. By Him in whose hand is Umar’s soul, I will provide justice for him.” (History of Islam/Dr. Hasan Ibrahim/part 1, page 455).

Uthman ibn Affan, may Allah be pleased with him, wrote to his governors in the provinces, saying: “Allah has decreed the imams to be shepherds, he did not ask them to be tax collectors. When this Ummah emerged, they were created as shepherds; they were not created as tax collectors. Your imams are on the verge of becoming tax collectors and not shepherds. If that happens, diffidence, fidelity and loyalty will be torn apart. The best course is to look to the affairs of Muslims and what is requested of them. Give to them what is their due and take from them what you ought”. (Previous reference/part 1/page 455).

3.  The area of our Muslim country of Afghanistan is approximately 650,000 square kilometers with an estimated population of at least 33 million people. The country is divided into 34 administrative units, each named a province such as Qandahar, Helmand, Herat and Balkh province. Moreover, each province is divided into multiple directorates, big and small such as Marjah in Helmand province, Arghandab in Qandahar province, etc. Each directorate contains beautiful areas and numerous villages. There are a total of 400 provinces, while there are tens of thousands of villages.

4.  In each village, there is a faithful leader (appointed) by the Emirate and who is responsible for civilian and military affairs. He has around him from 10 to 50 Mujahideen depending on the prevailing circumstances. A new leader is selected from among them if the previous leader is martyred or is unable to continue to lead for any reason. In case of a disagreement, the matter is elevated to the amirs above them. This battalion – called a front – is ready for combat and to fight against the enemy night and day. They are also recourse to which people raise their complaints, whether among themselves or between them and other villages. If the problems are small, they are referred to notables of the tribe for resolution. If the problems are big, then they are elevated to the senior officials in the directorate for a decision to be made in accordance with pure Shari’ah law.

5.  Each directorate has a Governor of known piety among the people. He has a deputy with experience in affairs of the region. Under their command work different committees such as: Committee for Arbitration and Settling Disputes; Committee for Education and Development; a Military Commission to manage war issues, etc. The Governor is the commander of the whole village and area leaders in that directorate, and he is responsible for the application of Allah’s Shari’ah there. The appointment and dismissal of the Governor is in the hands of the Supreme Command after consultation with the provincial Governor and the province-level Military Committee. He works under the command of the provincial Governor and is directly responsible for the directorate.

6.  Each province of the country is an independent unit with a commander called the Governor. He has a deputy to assist him. The Governor is directly responsible for the Supreme Command of that province and directs its military, civilian, financial and legal affairs. Usually this important post is entrusted to an experienced and capable man; a man of Religion and morality who fears no one in Allah. He is a true and trustworthy, and capable of directing matters. Among his duties is application of Shari’ah laws and statutes; supervision of directorate governors; execution of the war plan; supervision of financial resources and expenditures. Committees with appropriate authorities work with him on the province level, including legal, military and financial committees; an education committee, etc. The appointment and dismissal of the Governor is the responsibility of the Supreme Commander after consultation with the High Shura Council.

7.  Above that is the role of the Main Committees with authority at the level of the Islamic Emirate. Each Committee is composed of a number of trustworthy and loyal persons with experience in their assigned occupation. In the current structure of the Emirate, these replace – as circumstances dictate – the old Ministries. They are as follows:

A.  The Military Committee:  This is equivalent of the Ministry of Defense and coordinates military affairs, including preparing young men for sacred Jihad; arming the Mujahideen with weapons, ammunition and equipment; preparing war plans; issuing orders for battles and attacks on enemy bases, dens of lackeys, etc.

B.  Preaching and Guidance Committee:  This is composed of the senior scholars and issues fatwas on important matters of fiqh. It also appoints and employs scholars and preachers and provides guidance to the Mujahideen and citizens and gives advice to the commanders and officials.

C.  Ministry of Culture and Information:  It broadcasts statements of the Amir-ul-Momineen, may Allah Almighty protect him, as well as the decisions of the Supreme Command, the judgments, statements and decisions of the High Shura Council, and publishes magazines and newspapers in different languages. It publishes news of the Mujahideen and their conquests and refutes the claims of the charlatan enemy; revealing his conspiracies and plots; and refuting his propaganda via important websites on the internet.

D.  The Political Committee:  This is equivalent to the Foreign Ministry and is responsible for foreign relations. It makes great efforts to build, expand and develop foreign relations.

E.  Education Committee:  This committee builds different kinds of schools, and prepares an educational curriculum and selects well known leaders from the provinces and appoints teachers and the administrative apparatus for the schools; all for the purpose of spreading Islamic and contemporary learning; obliterating illiteracy and fighting ignorance in society and educating the developing generation.

F.  Financial Committee:  This undertakes the development of financial resources for the Emirate, organizes the Expenditures Diwan; monitors banks, etc.

G.  Committee for Prisoners and Orphans:  This is concerned with affairs of prisoners and orphans; it works strenuously for the release of the prisoners, and to raise their children and the children of the martyrs and helps with the living expenses of their families.

H.  Health Committee:  This is concerned with treating the wounded and sick Mujahideen, and helps them with their living expenses. It also works to prepare comfortable quarters for them during their convalescence.

I.  Committee for Foreign Establishments:  This directs them to affected areas and supervises their work and their men up close to ensure that they are not carrying out works that negatively impact our ‘aqidah.

8.  High Shura Council:  This is composed of high-ranking men in the Islamic Emirate. The appointment and removal of its members is carried out by the Amir-ul-Momineen. The duties assigned to the Council include monitoring the situation in Afghanistan; searching for suitable solutions for internal and external problems; guiding the Main Committees at the level of the Islamic Emirate in their work; and issuing statements on international, regional, and internal occasions and drafting regulations and laws in accordance with the Book and the Sunnah.

9.  The Supreme Command represented by the Supreme Leader; the Amir-ul-Momineen Mullah Mohammad Omar (Mujahid), may Allah Almighty protect him, who is the direct leader of the Holy Jihad. He is the primary caretaker for all of Afghanistan’s military and civilian affairs and, in his capacity as Supreme Leader of the Mujahideen and Amir-ul-Momineen, he is zealous in the application of Allah’s Shari’ah, starting with himself; his household; his family; soldiers and followers; reporting to his flock and all Muslims in the world as is made patently clear in his sermons and speeches. He strives – following those pious leaders who preceded him – to rule with justice by assigning positions to trustworthy people; carefully selecting his entourage; and choosing the loyal and righteous to accompany him. He closely monitors the actions of his men in high positions and advises them to be pious before Allah in public and private, give their people their rights and avoid causing them any harm.

10.  His two trusted deputies act to aid him with devotion and piety. They are his helpers in rolling out the carpet of Allah’s heavenly Shari’ah upon the land of the country. They carry out the experienced leader’s decisions with all faithfulness and honesty without adding or subtracting anything. They are responsible for keeping pace with matters of Jihad and putting the responsible agencies in action. They are also responsible for convening the High Shura Council and consultative councils and organizing all affairs of the Islamic Emirate.

The Last Word

The strong faith of the Leader of the Islamic Emirate in Allah the All-Wise and All-Powerful; in the sanctity of his goal; and its deep roots in the hearts of his workers; and the impartiality of the administration in selecting righteous men is a symbol of heroism; and the secret of the success of the Holy Jihad in the country. This is especially represented in the faith of the heroic leader Mullah Mohammad Omar (Mujahid), may Allah give him victory over his enemies, when he said “No, No” to occupation, relying instead upon Allah Almighty and Omnipotent, despite of the greed of the infidels and their attacks upon the defenseless people. Rather he ordered Jihad against them to defend the Religion and honor, uttering the words of his predecessors: Allah is sufficient for us; He is the best disposer of affairs.

There is no doubt that the Mujahideen are the helpers of Allah. If a Mujahid is not a supporter of Allah, then who is? This is especially true in our modern age when they are led by noble scholars and seekers of Shari’ah knowledge and the righteous from among Allah’s servants. As for the desired goal and objective of the Islamic Emirate of Afghanistan it is to elevate the word of Allah Almighty and establish an Islamic government by every meaning of the word, and to expel the enemies of Allah; the Americans, from the country. It is for Allah to humble to the depths the word of those who are infidels, to justify the truth and prove falsehood false. It is for Allah to give honor to the holy Jihad, Islam and the Muslims and to humiliate idolatry and the idolaters.

And for this, let those aspire who have aspirations.
